Peg Arguimbau Chairman, Hank Langstroth, and Keevin Geller were the members present. Stephen Cremer arrived at 7:50 p.m.  Conservation Commission Members, Christine Turnbull and Elizabeth McGrath were absent from the meeting. The Conservation Administrator, Greg Meister, was also present.
Alfred Mollitor, 18 Highland Street, a potential candidate to serve on the Conservation Commission, was present in the audience.
No quorum at this time
7:45 p.m. Eagle Scout Presentation by Eli Blumen concerning his proposed work involving the historical background and the rehabilitation of the open space features of the Mann’s Pond area:

Eli Blumen appeared before the Commission. Ethan Blumen was also present.
Eli presented updated information from his previous January 19, 2012 meeting with the Commission as follows:
To trim the weeds and install pea stone gravel along the top area of Mann’s Pond Dam.
The proposed installation of approximately 3 granite benches by the Mann’s Pond area. Eli proposes to use some of the old granite stone blocks leftover from one of the old mills on the site to use as legs for the benches. The Sharon DPW has offered to help move the granite stone for the proposed project.
The installation of an informational kiosk to identify the historical aspects of the site.
The installation of safety signs near the over-drop by the stone archway on the site.
To trim the weeds along the trail loop by the old cotton mill area of the site to improve access to the trail.
No heavy equipment will be used for the proposed rehabilitation project.
Access to the site will be from the parking area during the proposed work.
The proposed work will start in late August or early September.
The members of the Commission in attendance agreed to support Eli’s rehabilitation project of the
Mann’s Pond area.
The Commission requested that Eli contact the Conservation Administrator before starting the proposed rehabilitation project.

Approve Past Meeting Minutes:

Peg called for a motion to approve the June 7, 2012 Meeting Minutes as presented.
Stephen Cremer moved. Hank Langstroth seconded. Voted. 3-0-1.

7:55 p.m. Special Presentation by Brett MacGowan, Sharon Recreation Director:

Brett MacGowan informally met with the Commission to announce that the Sharon Recreation Advisory Committee unanimously voted to nominate Peg Arguimbau for the 2012 Citizen of the Year Award.
The formal award ceremony will be held on the bandstand at Memorial Park Beach during a Lakeside Concert Event sometime in July/August.

8:00 p.m. N.O.I. Hearing Continuance filed by Lindsay Drisko for the proposed razing of an existing dwelling with associated site work at 105 Beach Street. DEP File #SE-280-0539:

Present: Property Owners: Lindsay Drisko and Susan Olson. Applicant’s Attorney:  Joel Fishman.
              BDO Engineering Representative: David Oberlander, P.E.
David Oberlander appeared before the Commission to represent the Applicant and submitted a proposed revised plan entitled, “Reconstruction of Dwelling and Subsurface Disposal System.” 6/15/12, Last Revised Date.
David Oberlander explained that the proposed revised plan includes the installation of downspout piping with a 2’ wide x 2’ deep stone infiltration trench to collect and infiltrate the potential stormwater runoff from the roof and the proposed paved driveway.
The Attorney for the Applicant, Joel Fishman, explained to the Commission that the proponents for the proposed project prefer not to place a Conservation Restriction on the property at this time.

It was the consensus of the Commission to approve the Applicant’s proposed revised plan.
The Special Conditions for the Applicant’s proposed project shall include the following:
For the Applicant to notify the Conservation Officer before starting the proposed project for inspection of erosion control measures.
The presence of extensive wetland resource areas existing on the proposed project site shall be noted.
Any proposed alteration in the future will require additional filings with the Conservation Commission.
Peg called for a motion to close the hearing and to issue the Order of Conditions to the Applicant per submitted revised plan with the conditions as discussed.
Hank Langstroth moved. Keevin Geller seconded. Voted. Unanimous. 4-0-0.

8:15 p.m. RDA Public Hearing filed by Mr. Valentin Faybushevich for the proposed second story addition on an existing house at 121 Beach St.

Present: Applicant: Mr. Valentin Faybushevich. Applicant’s Attorney, Joel Fishman.
BDO Engineering Representative, David Oberlander, P.E.

David Oberlander appeared before the Commission to represent the Applicant and submitted a proposed plan entitled, “Conservation Commission Plan for the Proposed Second Story Addition at 121 Beach St., Sharon, MA,” Dated 6/2/12. David Oberlander explained that the existing house encroaches upon the 50’ Buffer Zone of the site. The existing fence lies within the 25 ft. No Touch Zone of the wetland resource areas of the proposed project site.  The Applicant is planning to meet with the ZBA to review his proposed project.
David Oberlander explained the following scope of the proposed project to the members of the Commission:
The Applicant proposes to construct a second story addition on the back half of the existing house with four columns to support the Garrison style overhang for the second story addition. The Applicant proposes to install cement footings four feet deep to support these columns. The Applicant also proposes to install structural columns inside the existing house to support the remainder of the second story addition.
The Applicant is not changing the existing number of bedrooms for his proposed project.
Jim Andrews, from the Board of Health, has approved the existing septic system for the proposed project.  
The members of the Commission reviewed the Applicant’s architectural drawings of the proposed addition that were approved by the Town of Sharon’s Building Inspector, Joe Kent.
Stephen Cremer expressed his concern of the proposed cement footings being installed 4’ below grade bringing the proposed project closer to the wetland resource areas of the proposed project site.
The Conservation Administrator, Greg Meister, said that he did not have any particular problem with the architectural drawings complying with the spirit of the existing precedent. He explained that the Applicant is proposing to install just two cement footings on the edge of the existing foundation. He said that he would send a memo to the ZBA indicating that no further expansions on the existing house will be allowed by the Commission.
Peg called for a motion to close the hearing for 121 Beach Street.
Keevin Geller moved. Hank Langstroth seconded. Voted. Unanimous. 4-0-0.
Peg called for a motion to issue a Negative Determination to the Applicant with the following conditions:
For the Applicant to notify the Conservation Administrator before starting the proposed project to inspect the erosion control measures & before pouring the cement footings for the structural columns for the proposed addition.      
During the construction of the proposed project, the Applicant shall wrap a haybale line along the approved limit of work area, by the existing fenced area, of the proposed project site.
Heavy equipment during construction of the proposed project shall not be allowed access beyond the approved limit of work area of the proposed project site.
No further expansions on the existing dwelling will be allowed by the Commission.

8:35 p.m. Old/New Business:

-Peg presented a letter addressed to the Commission from The Salvation Army Camp Director, Captain Leslie Knaggs. The letter explains that, due to the normal seasonal use of their beach, she is requesting permission from the Commission to add additional sand to the Salvation Army Camp beach area. Captain Knaggs plans to submit a filing with the Commission for the proposed short-term installation of a low retaining wall to prevent further sand runoff as she previously discussed with, and was agreed to, by the Conservation Administrator, Greg Meister.
The members of the Commission asked the Conservation Administrator to send a note to the Salvation Army on behalf of the Commission requesting a projected filing date.

-Attorney Joel Fishman explained the upcoming proposed project for a solar farm on Commercial Street in Sharon. The proposed project would include the installation of approximately 3,600 solar panels. The proposed project is scheduled to be presented to the Commission on July 19, 2012 and The Town Engineer, Peter O’Cain, will be acting as the Stormwater Manager. The proponents of the proposed project are meeting with the ZBA on July 25, 2012.
The Conservation Commission is interested in hiring Tom Houston as a consultant for the proposed project.

-The Conservation Administrator, Greg Meister, mentioned to the members of the Commission that
Peter Fletcher is conducting the MACC’s Hydric Soils Workshop scheduled for July 19, 2012 at the Sharon Community Center.

The Commission signed bills. Order of Conditions for 105 Beach Street, DEP File #SE-280-0539.
Negative Determination for 121 Beach Street.
